Google doesn't use zero-knowledge encryption for your passwords by default, which means your passwords are stored on Google's servers and can be read by them. You can encrypt your passwords on your own device before saving them to Google Password Manager, but this is opt-in so most users will miss it. It should definitely be on by default.
