Dolphin Emulator is a 64-bit app. Most phones and tablets can install and run 64-bit apps, but older devices and devices with little RAM might not be able to. As for Android TV, the only devices known to be compatible with Dolphin are:

Skylanders Portal is bugged and I looked it up apparently it's a well known issue that the mobile version of Dolphin playing Skylanders games and swapping them out crashes the games but still hasn't been fixed yet. I managed to play for a bit and swapping them out fine I have no idea how but was insanely happy and now tried playing and it's crashing again. Please a fix would be greatly appreciated, apparently not the only one who wants to play some Skylanders on their phone!

controls changed randomly without me touching anything, I can't twirl anymore in Mario games, but before that it was good

Emulation apps highly depend on the device but luckily even weaker devices can be optimized this ran great on my device honestly happy this app exists
